Drago Bludvist's primary weapon is his bullhook, which gives him power over his Bewilderbeast.

It is believed that Drago discovered his Bewilderbeast at an early age and subjected it to torture so that it would appear and carry out his commands when he swung it around.
A large metal bullhook is seen being used by Drago. Drago uses it to control the dragons, or more precisely, his Bewilderbeast, much like Valka's Staff. He does this by swinging it over his head and letting out a loud roar to let the Bewilderbeast know what he wants. Given that Drago utilizes this tactic to beat a caught Hookfang into submission and makes him remain on the ground while placing his foot on the dragon's nose, it is plausible that this method results from psychological training.
Drago used his bullhook to summon his Bewilderbeast and attack Valka and Stoick the Vast during the battle at Valka's Mountain. After Stoick died, Drago used his bullhook to mount Toothless, Hiccup's dragon, with his Bewilderbeast and dragons. But as Hiccup shoved him off his Bewilderbeast, Drago momentarily lost control of Toothless. Then, when Toothless roars forth his challenge, he takes it with him in an attempt to help his Bewilderbeast regain control of the dragons. Drago used his only arm to support himself atop his Bewilderbeast before retreating back into the ocean, therefore it's possible that the bullhook fell into the water.
