The Sludge Plant is an abandoned chemical factory that served as the Nuke Cult's secret base of operations within the city of Detroit in Illinois, U.S.A., and it is a location in Robocop 2.
It is located on the banks of the River Rouge (which the decommissioned Rouge River Rubber Company in Detroit was supposedly named after) Like most abandoned buildings in the crumbling conurbation of Old Detroit, it has only been partially decommissioned, and yet power and services are still active. It was the perfect place for a hideout by the Nuke Cult.
Crooked cop Officer Duffy told RoboCop that he can find Cain, the Nuke Cult's delusional figurehead, there. He found it heavily defended with minefields, armed members, machine guns and many covers and vantage points. He also discovered the cult's strange religious paraphernalia including some portraits of Jesus Christ and Mother Teresa as well as a guitar with the picture of Elvis Presley sitting next to a skeleton oddly resembling the famous King of Rock N' Roll within a glass encampment. Also there is a portrait of Oliver North testifying to Congress during the Iran Contra scandal. He attempted to arrest Cain but he was shot by young cult member Hobb and electrically immobilized by adult cultist Angie. Using the facilities of the plant, cult members managed to tie him down and dismantle his parts.
When RoboCop recovered from Dr. Juliette Faxx's programming, he united the Detroit Police Department and ended their strike. Anne Lewis also remembered what happened to him when her former comrade Lt. Hedgecock was following the corrupted OCP executive Dick Jones' orders to destroy him and she killed him. They raided the plant while Cain was presenting chemist Frank's varieties of nuke. During the fray Hob and Angie escaped in a van, but got killed by Cain.
